Zone II Chairman Tom Cavanagh called the meeting to order at 11:10 am.  The pledge of allegiance was recited by all.

Tom made some comments about the ongoing litigation with the Department of Revenue.  Tom also mentioned that there would be an earlier than usual billing in 2014 for the annual PAC dues.

Tom gave a brief recap of the fall conference and mentioned that next year’s conference would be held in Peoria.  The 2014 spring conference will be held in Springfield April 28-30.  The conference organizing committee will be Tom, Terry Asher, Anne Boehm and Mike Drea.

The annual joint meeting of the Zone II County Treasurers and the Association of Government Accountants will be at the Sangamo Club in Springfield on Wednesday, January 15th.  Comptroller Judy Baar Topinka is the invited speaker.

Lunch was sponsored by Devnet and enjoyed by all.  Everyone thanked Steve Connell for the gesture.  After lunch, the annual zone II gift exchange took place.  As usual, it was very festive and a good time was had by all.  Mark Crawford won the door prize donated by Mike Meyer of Computer Information Concepts.

Tom thanked Jeff Gerard for hosting the meeting and making the lunch arrangements.  Self-introductions were made by all in attendance.

Kirby Ballard introduced Dave Tanzyus of the Comptroller’s Office. Dave made a presentation on the Local Debt Recovery Program offered by their office.  The program is an interceptor/offset program designed to capture money owed to local governments.  A number of those in attendance had questions and/or comments.  Kirby raised the potential for this program to be effective in capturing mobile home taxes where no known VIN exists.

A general discussion about tax sales ensued with a number of those in attendance making comments about the recent guilty pleas in federal court by tax buyers involved in the Madison County bid-rigging scheme.

Tom brought up Public Act 98-0419 which was signed into law in August. This was HB 2482 during the legislative season and the ICTA legislative committee opposed this bill.  It adds a requirement to the statute covering the contents of a county budget, as follows:

(f) A detailed statement showing any bonuses or increase in any salary, wage, stipend, or other form of compensation that is not subject to a collective bargaining agreement for every agency, department, or any other entity receiving an appropriation from the county regardless of whether the employee receiving them is part of a collective bargaining unit.

There is considerable confusion over exactly what this means.  Tom reported that he contacted Tim Bramlet, ICTA legislative consultant who contacted the bill sponsor regarding the intent.  Tim reported that the bill sponsor has gotten several inquiries and plans to run a “clean-up” bill in the spring. He said he would entertain any suggestions.  Tom said anyone involved in budget formulation who would like to provide input or suggestions on this should forward that information to him ASAP.

Tom brought up the IACO Fall Conference in Chicago and urged all those planning to attend to bring a silent auction item to benefit our PAC.

Tom gave a report on ICTA’s litigation with the Department of Revenue.  There have been some extensions granted to DOR in the filing of their written briefs. Oral arguments will come later. Tom reported that the decision of the Illinois Supreme Court to hear the appeal of the case in Cook County regarding the governor/legislature pay dispute could be helpful to our case if the Cook County decision is upheld.

Joe Roberts and Grant Hammer gave an update from the State Treasurer’s Office.  Several ICTA Associate members in attendance made brief comments about their products and/or services.

The meeting adjourned at 11:45 am.  After lunch, a number of those in attendance made brief tours of the Pike County Courthouse and the historic William Watson Hotel on the south side of the square.

Zone II Chairman Tom Cavanagh called the meeting to order at 11:15 am at Evandy’s Boatel on the banks of the Illinois River in Scott County.  The pledge of allegiance was led by Terry Asher.

Tom thanked Donna Montgomery for making the arrangements to have the meeting at Evandy’s.

Tom introduced Dave Penrod of WTI Systems, Inc.  Dave made some brief remarks about his company and the services they provide to county treasurers.

Tom introduced Scott Kains, an assistant state’s attorney in Sangamon County, who gave a presentation on freedom of information (FOI) issues.  Since earlier this year, Scott’s duties are focused exclusively on FOI administration and compliance.  He said there has been a large upswing in filings over the past few years, particularly by jail inmates and political candidates/operatives prior to elections.  A number of those in attendance had questions and/or comments.

The ICTA summer conference will be held in Bloomington from August 7-9 this year.  Tom mentioned that ICTA President Bobbi Murray had e-mailed the registration information earlier that day.  Becky McNeil, Cyndi Nighsonger and Judy Hastings are chairing this year’s summer conference.

Jose Gonzalez made some comments about the new Illinoisepay system.  A number of those in attendance had questions and/or comments about the new system

Tom made some brief comments about the spring legislative session.  A number of oversight measures were introduced in the wake of the Dixon, Illinois embezzlement.

There will be an IMRF seminar in Springfield on Thursday, August 15th.  The seminar is for authorized agents (program administrators).

Tom said there will be a billing for Zone II dues in the amount of $10.  Checks made payable to Zone II County Treasurers can be sent to Tom Cavanagh, 2408 Wimbledon Place, Springfield, Illinois, 62704 or to Tom at his office.

The meeting adjourned at 12:10 pm and everyone retired to the restaurant for lunch.

Tom welcomed ICTA President and Douglas County Treasurer Bobbi Murray to the zone meeting and thanked her for her attendance.

Tom reported that Henderson County Treasurer Susan Meyer and Christian County Treasurer Colleen Hadley would both be retiring at the end of May. Susan will be replaced by her chief deputy, Tina Droste.  Colleen’s replacement will be Mike Drea, currently with the Illinois Ethics Commission.

Tim and Jessica gave a report on bills currently being monitored in the Illinois legislature.  HB 3293 was a bill designed to eliminate stipends.  It was defeated in committee without a single “aye” vote.  The county treasurers’ association was again unable to advance the bill concerning first class mail versus certified mail.  The legislators were unmoved by the cost of mailing certified bills and the issue of numerous bills being returned to the collector.  A potentially problematic bill will need to be monitored carefully:  SB 1403 would amend the Property Tax Code. It would allow a taxpayer to make a partial payment if they file an assessment complaint. The legislative committee also supported a measure sponsored by Rep. Bradley which would allow the capture of increased value of oil, gas and other minerals in PTELL counties.  A general discussion took place on a number of legislative topics.

Tom brought up the court decision on our stipend litigation.  A long discussion ensued covering various aspects of the case.  Among them were filing an appeal, attorney fees, venue, and the possibility of partnering with one or more IACO affiliates.  Bobbi indicated she would call a meeting in the very near future to discuss strategy.

Tom mentioned a letter from the Dept. on Aging (to assessors) which requested that references to the Circuit Breaker program be deleted from the tax bills. Because the reference was mandated by statute, some treasurers were reluctant to drop the reference. Tom shared a generic alert he developed for the tax bill regarding programs for seniors.

Tom reminded everyone to submit a vote for Zone II Treasurer of the Year (to Danny Ragan).

Kris Pilkington made some comments about the spring conference.  The conference will be at the Springfield Hilton this year.  On the Tuesday breakout day, we will eat lunch as a group at Saputo’s and take a tour of the Lincoln-Herndon Law Office.  Both places are within easy walking distance from the hotel.  The conference will be April 28-30th.

Donna Montgomery, Scott County Treasurer mentioned she has secured the location for the next Zone II meeting on Friday, June 21st.   It will be in Naples, Illinois on the Illinois River in Scott County.

Kurt Prenzler made some comments about the situation in Madison County.  Fred Bathon has pleaded guilty to a federal crime involving the fixed tax sales and some very large questions remain unanswered in terms of how the situation will be remedied.

A number of the ICTA vendor partners made brief comments about their products or programs.

Zone II Chairman Tom Cavanagh called the meeting to order at 11:30 am.

Tom announced the spring conference would be held in Springfield April 28-May 3. Susan Meyer and Kris Pilkington are conference co –chairs. Online registration opens on February 15th.

Tom said he wanted to have Zone II meetings in late March and late June. Tom asked for volunteers to host and said he was trying to avoid having too many meetings in Springfield. A discussion ensued about a good potential site to have the June meeting in Naples in Scott County on the Illinois River. Gayla Hornbeek and Candy Knight volunteered to follow-up with Donna Montgomery to check on the viability of scheduling a Zone II meeting there.

Tom made some comments about the ongoing litigation with the Illinois Department of Revenue. A ruling on the matter is overdue. Bruce Troutman (now retired) has been the ICTA contact with the attorneys on the case. It’s unclear whether or not he will continue in that role or another treasurer will assume that role. Rick Scheibal mentioned Brinson Venable, Bruce’s longtime chief deputy has been appointed Williamson County Treasurer.

Tom made some comments about the ICTA Legislative Committee. A number of those in attendance had questions and/or comments. Tom said he is chairman this year and other committee members are George Edwards (Coles), John Coffman (Ogle) and Steve Dasenbrock (Effingham). Tom said the 2013 agenda is set, but new legislative ideas can be forwarded to him for future consideration.

At this point in the meeting, the group was joined by the Springfield Chapter of the Association of Government Accountants (AGA). AGA President Kevin Richards welcomed the group. Tom introduced the Zone II treasurers and vendor partners. After lunch, the joint meeting heard a presentation from Barton Lorimor, a Policy Analyst for the Illinois Comptroller’s Office. Barton is the primary architect of “The Ledger”, a transparency portal. Barton demonstrated the system, gave an overview of its many functions, and responded to questions. All those in attendance received documentation for one hour of Continuing Professional Education (CPE).

A motion was made by Candy Tomlin and seconded by Candy Knight to nominate Tom Cavanagh to serve as Zone II Chairman for another year. A speed record was set to close the nominations. Motion passed.

After lunch, the annual gift exchange took place. As usual, a fun and festive time was had by all.  Tom wished everyone a happy holiday season and the gathering adjourned at 1:20 pm.

Legislative consultant Tim Bramlet commented on a number of bills of interest to the ICTA.  He talked about the legislation recently signed by the governor which broadens the definition of charity care for hospitals.  The property tax-exempt status of Illinois hospitals had been called into question in some areas based on low levels of charity care as a percentage of all care provided.  Hospitals that were considered borderline in this area were provided some buffer to avoid their tax-exempt status coming into question.

Tim also commented on a bill to allow counties the option of billing for property taxes electronically.  A number of other topics were covered including the transfer of inheritance tax collection to the state. In response to an inquiry from Mary Burress, Joe Roberts of the State Treasurer’s Office said he would check into the records retention issues associated with the transfer of the inheritance tax responsibility.

Associate members Dave Brooks, Gary Lake and Deb Zimmerman all made brief comments to the group about their services.  Tom Cavanagh thanked them for their attendance and expressed his appreciation for ICTA’s vendor-partners.

Joe Roberts made some comments about Illinois E-Pay.

A general discussion ensued with a number of those in attendance making comments.  Tom Cavanagh briefly discussed the situation with the most recent tax sale in Madison County.  It appears the entire tax sale will be negated because of lack of judicial sign-off. Mary Burress made some comments about a levy error she discovered in Tazewell County which resulted in incorrect billing amounts for one of the taxing districts there.  Tom Cavanagh made some comments about the ICTA litigation with the Department of Revenue.  He said oral arguments will take place in Springfield on September 14th and a decision could come at anytime thereafter.

The meeting adjourned at 12 noon and the group enjoyed lunch at the Hibachi Grill.

Zone II Chairman Tom Cavanagh called the meeting to order at 10:35 am. The pledge was led by Louie Giordano.

Others in attendance were: Niko Spyridonos, Designtek One; Rick Scheibal, Joseph Meyer and Associates; Ashvin Lad, Illinois State Treasurer’s Office; Joe Roberts, Illinois State Treasurer’s Office; Louie Giordano, Giordano Consulting; and Jessica Gray, Giordano Consulting.

Louie Giordano gave a legislative update and introduced Jessica Gray, a new member of his consulting firm. Louie commented on a number of topics of interest to treasurers including electronic billing of property taxes and address change legislation. A number of those in attendance had questions and/or comments.

Niko Spyridonos of Designtek One made a presentation about the various services his company provides. His company is the maker of Auotoagent Software. Autoagent is a web based system that manages and delivers fresh tax roll information to every lender. It helps tax collectors streamline payment processing with lenders, tax services, title companies and private payers. Autoagent is free to tax collectors.

Ashvin Lad of the State Treasurer’s Office made some comments about what is happening with the State Treasurer’s Office. Ashvin mentioned that he is now the permanent Director of Invest in Illinois. He introduced Joe Roberts who is the new EPay Sales Manager.

Tom Cavanagh discussed the spring conference (April 23-25 in Springfield). Kirby Ballard and Colleen Hadley are in charge of the program. Tom mentioned there is a new “Tuesday Only” registration option this year. The summer conference is scheduled for August 1-3 at Starved Rock. Don Lamps and John Fritts are in charge of planning.

Tom mentioned Vickie Harper is looking for someone to nominate for ICTA Secretary at the spring conference. The nominee must be a Republican this year.

Tom gave an update about the ongoing litigation with the Illinois Department of Revenue. A discussion ensued regarding the recent idea of pursing a budget strategy to be made whole for two years of underfunded stipends.

A general discussion ensued covering a variety of topics of interest to county treasurers.

The meeting adjourned at 12 Noon and a group luncheon was held at Saputo’s. Designtek One sponsored the lunch and everyone appreciated Niko’s attendance at the zone meeting and lunch sponsorship.

Zone II Chairman Tom Cavanagh called the meeting to order at 11:30 am. ICTA President and Wayne County Treasurer Donna Vaughn led the group in the pledge of allegiance.

Others in attendance were: Ashvin Lad, Director, Invest in Illinois and Acting Director, The Illinois Funds; Rick Scheibal, Joseph Meyer and Associates; Gary Lake, Mail Communications; and Tim Bramlet, ICTA Lobbyist And Legislative Consultant.

Tom Cavanagh welcomed ICTA President Donna Vaughn and thanked her for her attendance. Donna made some comments and encouraged those in attendance to attend the upcoming ICTA spring, summer and fall conferences. She mentioned Kirby and Colleen Hadley are involved in planning the spring conference.

Ashvin Lad of the State Treasurer’s Office was welcomed to the group and made some comments. He has replaced Randy Coffey who retired in late 2011.

Tim Bramlet gave a report on the ICTA legislative agenda. He reported that the legislature would likely not be willing to consider a heavy agenda in 2012 because it’s an election year and many legislators are running in newly drawn districts. A discussion ensued about a number of topics including optional electronic billing for property taxes.

Tim Bramlet and Tom Cavanagh made comments about the stipend litigation with the Department of Revenue. Barring further delays, it is believed a motion for summary judgment (decision) will go to the judge in the next month or so.

At this point in the meeting the group was joined by members of the Springfield Chapter of the Association of Government Accountants. After lunch, Corey Jobe addressed the joint group. Corey is the Deputy Chief of Staff/Programs for Illinois Comptroller Judy Baar Topinka. Corey gave an overview of the time lag issues the Comptroller’s Office is facing in terms of having cash on hand to pay the backlog of bills. Corey also discussed a number of new program initiatives the Comptroller’s Office has undertaken. He mentioned the proposed merger of the Comptrollers Office and the State Treasurer’s Office is facing difficult prospects in the Illinois House of Representatives.

Tom Cavanagh announced the next meeting of the Zone II Treasurers will be on Friday, March 23rd in Springfield at the Sangamon County Building.
